1. There shall be a Competitions Control Committee which shall consist of 18 members: viz. a Chairman, Vice-Chairman, Secretary, Assistant Secretary, Treasurer, 2 x P.R.O’s, Delegate to Comhairle Uladh, and 10 other members elected annually on the following basis: 2 members representing each of Football A, Football B, and Football C, and 4 representing Hurling.
2. Subject to the overall jurisdiction of Comhairle larbhuncoileanna Uladh, it shall:
a) organise and make arrangements for all relevant competitions
b) deal with Referee’ Reports, and matter arising from same, other than those that are reserved for the Provisional Hearings Committee.
c) investigate and process matters relating to the enforcement of Rules and Match Regulation except where these are matter for the Provisional Hearings Committee
d) deal with objections and counter objections arising from the games programme
e) control all grading or regarding within the sector
3. Between meetings, the Chairman and one other Officer shall have plenary powers to deal with urgent matters.
4. Each meeting of the CCC shall be attended by at least 5 members otherwise the meeting lacks the required quorum.
5. Any school which wins a ‘B’ or ‘C’ competition at U131/2 , U141/2, or U151/2 level is required to move up to the next Grade (viz ’A’ or ’B’) in, and from, the following school year, and remain within that grade thereafter up to, and including U16½ level. A decision on the regrading downwards of a school in any competition can only be made at the Annual Meeting, and in response to a prior written request from the applicant school.
6. All fixtures must be played as per schedule and no school(s) may alter the scheduled playing dates. Any proposed alteration to the published schedule must be requested in advance (5 days) through the Chairman and/or Secretary, and must have the confirmed approval of both schools involved.
7. All schools must co-operate to ensure that:
a) all their games are played by the relevant fixtures deadlines; this will include any approved postponements (as per Rule 2 above)
b) results are forwarded to the Competition Coordinator within 24 hours.
c) referees complete and return match reports to the Secretary. cf Treorai Oifigiuil (2008) Rial 112 re: Award of Game : “A referee cannot make an award of a game. The award rests with the Committee or Council concerned, acting on his report”
8. Coordinators will be appointed for each competition; the role of the Coordinator is to:
(a) coordinate and facilitate the progress of the competition
(b) receive results within 24 hours of each game
(c) produce binding league tables based on the results duly submitted.
9. The venues and referees for all knock-out stages in each competition will be arranged by the Servicing Officer. He will be assisted in this process by each Competition Coordinator and/or by the CCC., and no school is entitled to object to any fixture, venue or referee thereby arranged.
10. In the event of the failure of two schools to agree on a referee, venue or date during the league stages of any competition, the final and binding decision will be made by the Servicing Officer or Secretary.
11. Extra time must be played where necessary in all games at the knockout stages of all competitions. ( Special Congress January 2008)
12. Playoffs:
a) Placings in Group league sections when teams finish level will be determined as follows:
• Where 2 teams are tied on points, the rank order will be determined by the result of the game between the 2 tied teams; if that particular game had ended in a draw, then their ‘score difference’ over the group games will determine the placings.
• Where more than 2 teams finish level on points, the rank order will be determined by the ‘score difference’ in the matches involving the tied teams; where necessary, ‘scores for’ in the relevant matches will be the next criterion to be used, followed by ‘scores against’.
b) Score difference will not be used to determine the final qualifying place for the knock-out stage of any competition.
c) Extra-time must be played when necessary in all play-off games.
13. In the event of a clash of school colours, the CCC will determine the colours to be worn.
14. The composition of all League Groups in all competitions will be determined by Open Draw.
15. The kickout will be taken from the hand in all Junior Football competitions (U141/2 and below)
16. All Hurling ‘B’ and ‘C’ games must be played at 15-a-side where the schools involved have a panel of 18 or more players; otherwise, 13-a-side games will be played unless the 2 schools agree otherwise.
17. All players in hurling games must wear an approved helmet which has a frontal guard.
18. Schools are advised to pay an appropriate fee to the match referee, and to the groundsman who has provided the club facilities.
19. Before all games, the referee shall be given a list of players, in duplicate and in Irish, giving full Christian names and dates of birth.
20. Each participating school is required to comply with the requirements of the operative Match Regulations. The mentors from each school are responsible for ensuring that their substitutes remain outside the playing area and, where available, inside the dugouts. The Match Regulation in relation to the maximum number of players permitted entry to the pitch enclosure will be strictly enforced.
21. Prior permission to video games must be sought from the organising committee, and unedited copies of any such recordings must be made available to the organising committee on request.
22. The kit sponsorship from BT for the MacRory and MacLarnon Cup finals will be distributed equally between all 4 finalists.
23. The acceptance of entries from any affiliated school on an annual basis is conditional upon the payment by that school on/by the date of the Annual General Meeting of all outstanding monies due.
24. All Ireland tickets and equipment (where relevant) will be allocated on the basis of “participation” in the preceding school year; “participation” means schools having fulfilled all but one o the scheduled fixtures in any competition.
25. Registration: Schools participating in competitions with an All Ireland dimension must register their panel of players with the C.C.C. prior to participating in the Provincial Championship.
26. Insurance: Each school is advised to investigate thoroughly the issue of personal insurance for each student, and is advised to avail of the special rate (E300 per school) which is available under CLCG’s Injury Scheme.
27. There will be no complimentary admission to games except for those members of the teaching staff who are directly involved in team management.
